The United Kingdom and the United States have forged a landmark bilateral deal that will keep zero levies on UK drug products being sold in the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has committed to raise spending on pharmaceuticals through the NHS. This pledge secures that tariffs on these key exports will stay at zero for a timeframe of 36 months.

This development comes after recent warnings to hike duties on patented drug imports, with potential rates floated as high as double the cost.

"This arrangement between the UK strengthens the worldwide climate for innovative medicines and brings long-overdue equity to transatlantic pharmaceutical trade," an announcement noted.

Trade Impact

Pharmaceuticals are one of the UK's biggest exports to the America, which is clearly the largest buyer for large companies like GSK and AstraZeneca.

Trade data reveal that in the one-year period prior to September, the UK exported medicines totaling billions to the US. This amount accounted for 17.4% of total UK exports in that period.

"This guarantee secures employment, boosts funding and facilitates the UK to emerge as a global hub for biotech and pharma," the Business and Trade Secretary remarked.

Detailed UK Commitments

The deal includes several key changes from the UK:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it deems new medicines to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a goal to raise overall health service expenditure on treatments from 0.3% of GDP to 0.6% over the coming ten years.
  • Payback Limit: The amount manufacturers must refund to the NHS to prevent overspending will be restricted at 15%. Last year, rebates topped twenty percent.

Broader Context

The pact takes place against a ongoing row between the pharmaceutical industry and the British authorities over spending levels and regulatory access.

The disagreement were heightened by arguments that American consumers were paying significantly more for the equivalent treatments than consumers in the Britain and the EU.

Recently, several large manufacturing plans in the UK have been delayed or cancelled, while substantial expansions have been pledged toward US facilities.

The Science Minister stated that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had decreased as a proportion of its total funding over the last ten years.
